If you have no water, write your landlord a certified letter informing him that he is in violation of the law, and that if it isn't fixed with 24 hours after receipt of the letter, you'll move into a hotel till he gets it fixed and charge HIM for the hotel bills. Send the letter return receipt requested, and send another by regular mail. If he live close, hand deliver another a copy.

You ARE allowed to do that under the "habitability" statute in the law.
