    You should know that KMnO4 is an oxidising agent. This, in alkaline medium will oxidise all the Fe^2+ formed from rusting to soluble Fe^3+. This soluble Fe^3+ will then react with NaOH to form the insoluble Fe(OH)3. You can now wipe this off, leaving only the Fe metal under.
