    Right - sitting in the driver's seat if you push forward against the steering wheel then because of Newton's 2nd law there is an equal and opposite reaction against your body, which in turn causes a force backward against the car seat. From the car's point of view it feels a force in one direction against the steering wheel, and a second force equal and in the opposite direction against the seat back. The two forces cancel each other out, and the car doesn't move.
