    Hi Khood07...

The toilet pipe should have a FLANGE with holes in it at the floor level. You'll purchase some closet bolts and a wax gasket and install the toilet.

The bolts will slip into the slots in the side of the flange. The wax gasket sits directly onto the flange or gets fit to the base of the toilet bowl... either way is fine, and then set the bowl over the bolts keeping the bowl LEVEL and then tighten the nuts/bolts evenly until the bowl sits snugly to the floor.

If the pipe is capped, pop back and let me know. Pictures would help here as well... ;)
