What is really the reason for someone who claims they loved you but leaves you because they felt it was best for you... is that just an easy way out for them

I think you right in saying it was an easy out.

Its makes them look like the 'nice' guy and lets them off the hook.

So what the truth?

He wanted out,he did not want to be with you,it's a line that's worked before,so he has used it again.

Moving on is hard when that was the breakup line,'but he said he loved me!'

Look at couples who are in love,is love a reason why they walk away,no,men and women walk away from relationships because its not working for them anymore.

I think he is feeding you a cheap, self serving excuse, simply because there are no facts, or explanations. Its more than an easy way out, its blatantly dishonest, in that it deprives you of having facts you can understand.
