Is the fan running or the compressor?

Not sure

If you have a freon leak and your freon pressures are low it will run constantly trying to achieve the temprature the thermostat is set for. If it gets low enough a low pressure switch will prevent the comressor from coming on at all.

I would call an HVAC guy to check it out.

Thanks for info called landlord sent out tech said I had leak landlord had him replace freon only,I live in nc in mobil home sun from sunup to sundown,at what temperature should I set my thermostat.
