Older movie where the police try to round up a large group of people who have outstanding warrents. They are undercover and offer free sports tickets to a list of outstanding offenders. The offenders start showing up and one arrives with his son. He is extremely excited about getting the tickets for his little boy. The police officer tells him to get lost. At first he argues but the policeman shows his badge and says get lost. The offender takes off. I visualize this as a buddy movie. Please help.
