    I would like to set my router so only certain persons can acess it when they are allowed

    It depends on the router. Your manual should have all the instructions you need. Look for "encryption" or "WPA".

    I have a linksys I have it on but I want to stop traffic into it. How do I lock it ?

    As NK said you need to set up WAP security with a password.
