I am swedish ctizenship and looking for study phd flexible or distance/in civil engineering/Road engineering/or Traffic Urban planing. In any country in EU. If you please if its possible to be the study free cost.

Considering the time and financial requirements for any PhD course there is little chance to find one for free, let alone cheap.
