Just a quick question.
By the time you:
1. Get a lawyer
2. Prove her legal mother is unfit
3. Go to court for custody
4. Have parental rights severed
5. Adopt
Your sister will be 18.
Don't bother.
We don't always get along with the people we live with--and with parents, it's usually because they want teenagers to actually take responsibility and obey rules, and most teens HATE that they're not the center of the universe and can't always have their way with their parents. That's NOT grounds for neglect or abuse--the ONLY ways you're going to get an involuntary TPR.
PS--if your sister was adopted and is legally now the child of different parents than you, then you're not even legally related to her. Your chances are almost nil of getting this to happen.
