I have an aluminum window that I am going to replace in my mobile home. The rough opening dimensions are 14 x 32. My question is: would it be possible to replace it with a basement hopper window size 32x 14 installed sideways?

Nope I wouldn't, Windows are designed to shed water being installed in its intended application of factory design. A hopper window would not shed water properly being turned sideways
