Other sects accept it in only extenuating circumstances. It would seem that the only acceptable place to put the penis for climax is the wife. When that isn't an option, than you might be able to get away with but only if it is to avoid fornication. It doesn't seem to be the case here. As for female masturbation, it is a little hazy. It doesn't authorize it, but it doesn't forbid it. I am not a great Koran/Torah/Bible scholar, so I don't know if there is a particular passage about this.

I would suggest that she talk to the imam at her mosque. She might find that it is acceptable for a female to masturbate, or she will get some prayers or other tasks to take her mind off it.

The second option is that she masturbate and tell no one. Keep it between herself and Allah. He will understand.
