    Is the reflection in water drops are total internal reflection or not?

    It's not really 'total', but most of it is reflected.

    There is no "yes or no" answer to this question. Whether a ray entering a water drop is or is not totally reflected depends on the angle of incidence. Since the drop is approximately spherical the angle of incidence depends on the point of incidence and hence some of the light is totally reflected and some is not.
