My Trane XE80 is on but the blower is not blowing anything out of the vents. I can feel the coolnes from the unit and there is condensation building up on the tubes but no air movement.

Check/test the blower motor capacitor and the motor itself. If no power going to the blower motor then it could be the blower fan relay which might be on the circuit board.
