My ring rusted out that was holding the toilet down to the concrete floor, I am trying to replace this but am having trouble finding something to fill in the hole that someone else had put there to fill in before it just crumbled out and left a big whole. What can I fill this hole to ancor my screw back thanks

Please tell me what material the ring is made from... cast iron, or metal alloy? How about the pipes... cast iron or PVC plastic?
