If petty theft in your jurisdiction IS an infraction, it won't go on her permanent record. But, if petty theft is a MISDEMEANOR in your jurisdiction, which it probably IS, she WILL have a criminal record.

She won't have a criminal record but there a chance of the conviction coming up in a background check. If the offense is considered an infraction she can answer no about being convicted of a crime or a misdemeanor or felony.
