Will a toilet with 12" bolt hole locations fit in a space where the bolt hole are located 11-3/8" from the wall

Yes, a 12" rough in toilet should fit perfectly with a 11 3/8" rough in. Here, toilets with a 12" rough usually have between 1-3" between the toilet tank and the finished wall after installation. At 11 3/8" it could be close or the toilet tank could still be up to 2.5" off the finished wall! You should be all set!
