I am 15 days late but took a pregnancy test and it was negative. But I still haven't started couls it be that its to soon to tell if I'm pregnant or could it be something else?

There's lots of things that can delay your period. Changes in diet and exercise, stress, just to name a few. I'd wait another week and try another test if it still hasn't started.
