I bought a car from a dealer and he does not have a clear tittle.
After 8 weeks he keep saying need more time to clear the tittle and transfer it to me, the problem now is the temporary license plate on the car has expired.

He can not legally do that. You may demand all of your money back. You also need to report him to the government agency that licneses used car dealers. ( assuming he is licensed)

You can get another paper tag from him if he has not gotten the title yet. And yes, do report him to the state. He would have to have a valid license to legally sell you an automobile. He is jeopardising his state license by doing practices like this. Report him. Call your state capital offices and find out just who to call and report him. There are laws against what he is doing.
