My mower has an very erratic idle

My walk behind has a very erratic idle, just revs up and down, cleaned the air filter, gas is fresh, any thoughts?

Erratic idle is generally caused by dirt in the low speed circuit. Without knowing the engine info, it is hard to say much more.
