If I pay for water does landlord have the right to keep a lock on sprinkler system ?
We rent a home we pay for water fertilizer an weed killer I don't want to water the lawn when its raining I take good care of lawn landlord won't leave lock off box so I can control when to water so we end up watering when raining and I don't want to throw my money away told landlord not to turn sprinkler system on an I would water by hand since he won't leave unlocked Am I wrong?

You should have control over it, to the point of turning it off if raining. But he has a right to require it to be watered to keep it looking nice

Not really a law question, but

Why not just get a rain sensor installied on the irrigtion system? Problem solved.

There is a system that uses the internet and weather forcasts to determine when to water.
