    California condo law
    I am renting out my condo. The HOA fined me $100 because -they say- my renter violated the parking rules on two dates. My renter claims that he did not. I asked the HOA, they said they have proof, but won't release it to me. They also said they are not required to give me the proof.
    I looked at the CC&Rs, I didn't find anything specifying that they do or do not have to show me the proof. Is there any general law stating that they can just fine me without proof?
    I am thinking about mediation, but they want a deposit for my part of the expenses, and the mediation companies' fees start from $220/hr, usually a 2 hr minimum.
    Is there any better way to make them show me their proof?

    You could take them to small claims court. In general they must provide the proof if they are asking you for monies due to a violation. Otherwise they could say that about anyone. Don't let the government find out about this it could start a trend ;)
