If he can prove to the USCIS officer at the I-751 RC interview that the marriage was bona fide, then yes, he will get his "second" card valid for 10 years.
If you believe he married you only for the immigration benefit, then you should send a very detailed letter (with supporting exhibits if possible) for the officer to review. The officer will use that information at the 751 interview to make a better determination of the validity of the marriage.
