No not usually but it can depend on the benefits.
Not in most states. Some do regulate Health contributions so as not to disciminate against lower compensated employees.
For tax purposes benefits are not considered compensation.
If you have a concern you can have them paid as a bonus and then run them through your 125 plan and they would be tax free.
In all states I have worked, there is no taxes paid on benefits
Premiums on group life over $50,000 is taxable.
Portion of Health, Dental etc. premium for a non IRS qualified dependent. Such as domestic partner etc. is taxable.
Some other non mainstream benefits may be taxed.
