I have a 15 month lease on my apartment in Washington State but it wasn't notorized. I need to move over 100 miles away to a new job. Can I break the lease with no penalty?

A lease isn't required to be notarized in order to be valid so don't try to rely on that to get you out it.
I suggest that you talk to your landlord and try to work something out with them. Maybe they will let you out of the lease in return for forfeiting your security deposit. Or they may allow you to find a new tenant to take over the balance of your lease.
Leases are not notorized, I have never known them to be. First a notory is only a legal witness of the people who sign.
You are bound by the terms of the lease
