That is not a v, but the Greek letter nu which resembles a v.

Looking in the F table for ${\alpha}=.05$ , the value for 5 and 9 d.f. is indeed 3.48. I just looked.

I do not know what the poster is asking for, unless it is alpha (level of confidence)
