Hey everyone!

I am desparately looking for a children's fantasy movie from the late 70s'/80s' (I don't remember the exact decade). I have been searching in for the last 10-15 years, so any help would be appreciated.

I was really young, so I do not remember many things, but there are some scenes that stayed in my mind:

1. The main hero is a boy that somehow finds a group of fury creatures. They are looking for something or someone (I think his parents, but I am not sure), so they begin a quest to find them.
2. Each creature gets a magical item for the quest. Their leader (I think) has a wand with a magical crystal that glows at certain times.
3. The boy gets a seemingly normal stone as his item, but he gets angry and throws it away. A creature from his gang picks it up though, and keeps it in case it turns to be useful.
4. At some point they eventually use the stone. They break it and they find out that the stone is hollow and contains something like an arrow that falls on the ground and shows them the right way.
5. Before they meet the villain of the story, they are in a desert and while they are walking, they bump onto a huge mirror and they have to break it to pass through.
6. After the mirror is broken, they find the villain behind it. He is dressed as a jester and I think he hangs the creatures with ropes around him and turns around himself.

That's all I remember.

Please, does anybody have any idea which this movie is?
I have searched a lot myself and I assure you it is not Willow or Neverending Story, or the Dark Crystal.

The boy travel companions were little people though
Not creatures.
They were God's employees who were put in charge
Of making some of the more trivial bits of the universe
They were frustrated at being given such menial work and decided to steal God's map to the universe and go exploring time and space for treasure.

5. Before they meet the villain of the story, they are in a desert and while they are walking, they bump onto a huge mirror and they have to break it to pass through.

The the group have gotten themselves hopelessly lost
the map of the universe doesn't seem to be accurate.
They begin fighting amongst themselves. Someone throws
a rock and misses his target. Instead the rock smashes a
mirrored illusionary wall that was hiding their destination.

6. After the mirror is broken, they find the villain behind it. He is dressed as a jester and I think he hangs the creatures with ropes around him and turns around himself.

The men meet the master of evil and realize they're outmatched. Each one of the group retreat through door/escape routes that take them to different points in time. One of them returns with a posse of cowboys to help them. The cowboys lasso the villain, but the villain spins around and round like a merry-go-round until they're thrown across the room.

I think this is it!

It seems a bit different than I remember (but again, I was 4 or 5 years old!), but surely, the scenes with the mirror breaking and the villain spinning around are exactly as I remember them.
