My a/c is on it is about 90 degrees outside and the pipe coming from my heat pump has ice going down the entire pipe and now air is flowing even though the heat pump is going.

I have my a/c on and the pipe coming from the heat pump is freezing over and no air is flowing from the vents even though the heat pump is on and it is 90 degrees outside

Turn off check airfilter and fan in basement. If neither is the problem then you are low on freon
