I gave my cat her flea bath and the bugs are still around her neck. They are not fleas they are more oval shape and brown

How big are they? Flea treatments should also kill mites. Could they be ticks?

Try getting them off with a flea comb. Rinse the comb under warm, running water. Keep the water running while you comb her, and let it run for a couple minutes afterward. It's really hard to drown fleas and, if they don't get washed far enough down the drain, they'll climb back up.
