I need to train my 9 week old shorkie to pee on a pad, we put him on the pad and he walks off and pees or poops on the carpet right after?

He's just a baby - it takes time to housetrain any dog. He first has to get the basic idea of what you want.

What is a shorkie?

Why do you want him to pee on a pad? Is out side something that can not be easily accessed? Once they start peeing on pads, they will pee on anything you leave on the floor or worse, any carpet you may have.

Is there a reason you want him on a puppy pad? If you have a backyard, use that right away. You don't ever want to teach your dog to potty in the house. Once you graduate to outside, the dog won't know the difference between being OK to potty inside and then all of a sudden its outside.

If you're stuck inside, I would recommend a potty patch. Its made of fake grass and has a drain that leads to the absorbent pad. You can place it out on the patio or leave it in a bathroom/wash room. You might have more success with it. Dog Potty Pad Grass | Buy Large for $75
