First of all, How old are you and how hold is he? Has he shown any interest in wanting to go out with you?

There's really no rules on asking a guy out.

Just spend some time talking, then casually ask him if he'd like to go to a movie or something sometime.

I think you talk to him until you both are comfortable talking to each other.

Maybe that may help your fear of rejection. How old are you both? How well do you know each other now?
