5" above ground, This plant is9or 10 inches around,yet only 3.5' tall practically dead too. I'm trying to bring it back to life here in southern Wisconsin, any suggestions?

Get a much bigger pot, buy a good potting soil, carefully put the tree in there and water. Often but do not over do it. Mine survives, believe me. I also use Peter's brand of fertilizer once a month. Good luck!
