Air conditioner is turned on, but it will not cool. Water leaks

May be cooling a little, water drops as condensation when warm air goes through cold coils.
Does the outside unit blow out warm air when set to cool?

Yes .

Do you have no or poor insulation?

Is air actually coming out of the vents? If the evaporator coil freezes (low on refrigerant), it blocks air to the vents even though everything is running. And the ice will melt and create a puddle.
