    Simplistic answer:

"in love" you tend to not see any faults, or downplay them

"true love" you love them despite their faults

If you're looking for an example. I love my husband. I'm also in love with my husband. I love my brother, my best friends, my family, but I'm not in love with them. I think Tal said it best, being in love is a feeling. To love is what you do.

I think it's different for everybody because you can't really define love because it has a different meaning for each person

And also for me they are both the same thing

You will know if you love someone if you break up. Trust me.
