This is an old movie question... I believe it might have been British, around mid 70's, when I was stationed in Puerto Rico: It involved mostly children in a low income neighborhood. A boy and girl, with a number of their young friends, find that they are attracted to each other and have a mock wedding. There were few adults in the movie as I recall, only a few parents interacting from time to time. The greater part of the movie revolved around the children hanging out together. It was a very well done movie with a good storyline and acting.
