I dropped my phone in water and dryed it but when I turn it on now it says in offline mode then my phone turns off

You should have dissassembled it as much as you could: battery, back and SIM card.

Remove the SIM. Clean the contacts with something like scotchbrite. Take a VERY SMALL amount of Vaselene and LIGHTLY coat the comtacts. Insert the SIM.
