Does transcription occur on the lagging or the leading strand ?

You are confusing transcription with replication. The common feature is that DNA polymerases and RNA polymerases all read DNA in the 5' to 3' direction. In transcription, there are no leading or lagging strands, because there is no DNA synthesis.
