I am installing a water heater in the second story of a residential home. Can I run the water heater pressure relieve into a nearby toilet vent stack?

How would you make the connection and why would you want to do that?
Is the valve leaking? Why not simply install a heater pan, (see image) under the heater and exhaust the T&P valve into that'
Then both the valve and the heater would be protected from spills and leaks. You can rub a drain from the heater pan through a outside wall and elb then o it down.
