    You can apply for passport but you have to check with the consulate of that country if you need to apply for a visa or not.

    If you're on probation or parole, the authorities overseeing you might also take those things away from you until your off probation or parole. I've known of that happening.

    You may of course get a passport, unless court ordered not to. The visa has to meet the rules of the nation you wish to enter, so that can vary on where you want to go, what the crimes were and how long ago the crimes happened
