    I have sole custody of my daughter, I am receiving child support through the state, but have no idea where her father is at. Can I change her last name to her step-father's last name?

    No, you cannot without the consent of the birth father. If you cannot locate him and you and your husband want to adopt the child and change her name the State will help you locate him.
