I have these little dots under my eyes and was wondering how to get rid of them

This is a picture of those dots. It was kind of hard with lighting and web cam to get the picture.

In the picture, they look like freckles. Is that what they are? Or is it just the lighting?

It's lighting, they are just lots of light little dots I think. It looks to me more like little dots than freckles. It took a while to get the picture to focus.
