The only way is surgery. Everything else is a hoax and a waste of money. Pills and extenders can't alter something that's determined by genetics.

You only need to ask the same question once, really.

There is no way, outside of surgery, to increase penis size. Period. Genetics determine the size of the penis, and you're stuck with what you get.

The extender causes blood to pool and stretch the tissues. The problem is that you can do severe harm to the penis like this. It doesn't change the tissue, the stretch you get will be minimal.

If he is overweight or obese, then get him to loose weight, more of the shaft will be exposed.

If not, than... you have what you have. There are toys out there that can help with a small penis. Sheaths and the like.

And of course a good women lover would be sure to let them know that size means nothing on satisfaction. Foreplay and use of fingers and more should be doing a lot of the work to start with.
