Using IE8, Had to Reboot PC Lost ALL files...
    In my Favorites column.

Does anyone know how I can get them back? Is there a program I could download?

Thank you so much in advance,

Rebooting, restarting, or turning the PC off and on again does not normally result in data loss. Reinstalling Windows or using a recovery disc provided by the PC manufacturer will usually result in lost Favorites (and any other user data) unless the data was backed up beforehand to another disk or device. Which was done?

If the latter was done without a backup, the Favorites are gone unless you're willing to send the drive to a data recovery company and even then I think it would be a long-shot.

Before you run off and start over, use the windows utilities to make sure your boot record did not get clobbered and then run CHKDSK c: /f
