Can you run 14-2 wire from a 20 amp breaker?
Breaker goes to a junction box with 12-2 wire. I want to run 14-2 to an addition to run lights and outlets.

NO, stick with 12 and you can keep the 20 amp breaker, any 14 on the circuit should be protected by a 15 amp breaker.

Stramando is correct, always protect the smallest wiring in the circuit.
