I've seen it in the mid 90's and here is all I can remember:

1. There was an evil lady with 2 or 3 helpers (much like Cruella de Vil from 101 Dalmatians)
2. They played chess
3. There was a drought and they needed water
4. There was a machine that planted clouds in the sky
5. There were many stairs on the side of a mountain

It's not a lot but I hope somebody recognizes it.
