Why most of online purchase don't add any tax amount on sales?

You most likely live in a state that does not mandate tax collections on online sales. I know here in ND no tax is collected on online sales. Every legislative session that comes up too and the Attorney General with the Tac Commissioner is looking into how to collect tax on internet sales.
