We have a 3/4 cpvc main shut-off valve I can only turn 90% off. Is there any trick how to turn all the way off.

All you can do is open and close it over and over again and see if it shuts off all the way after that. Other than that, you will need to shut the water off before this valve and replace the valve, as its most likely shot. Please let us know how things work out.
