How to get TIN for parents who already returned to US
My Mother and Mother In-Law both came to visit us last year for 2 month each after which they returned to India. Today I came to know that I can claim them as my dependent while filing the return and for that I need to apply for TIN. To apply for the TIN I need notarized copies of their passport and VISA but since they already returned to US I am wondering how to get it done. I was told that one possibility is to go to US Consulate in Mumbai and get documents notarized but that doesn't feasible to me.. Please advise.
Do they accept documents that are notarized by the Indian Notary?

You can not claim your parents. They must be U.S. citizen or resident. For being resident, they must meet green card test or substantial presence test.
