All the time or when they're long? My dog bites her nails when they're too long.

Good question, most dogs ony chew their nails when they get too long.

It could be an allergy. Dogs will lick and chew on their feet if something is bothering them. You should get him checked out.

If everything is OK... then you can always spray "bitter yuck" on his feet to help him stop.

It could very well be a habit. Dogs can form obsessive/compulsive behaviors same way people can. If he doesn't have a medical issue, then this could very well be a habit. Habits for the most part aren't very hard to stop. You just need to really set the rules in place and stick to them at all times. The bitter yuck will help out quite a bit.

    Good luck

My old dog rebel was allergic to something in lower quality food, *we switched him to food with no by products and no fillers (god rest his soul even though he's gone now I still think of him always)* and once we did he stopped chewing on his feet.. it was so bad they would bleed. It sounds like it could be an allergy. As everyone has said, check for cracks, nail length... and maybe a trip to the vet
