I rented an apartment, two weeks later the lady calls me to tell me that she can take the apartment because her husband needs a garage.

Confusing.

"the lady" = the person you rented the apartment from?

So she wants the apartment because it has a garage she needs?

What's your question, and what does it have to do with a security deposit?

What state are you in? Is this in the lease? Did she sign a lease?

Was it on a lease, or a month to month rental. At the min they have to give you a 30 day notice, to "move" out.

Also you can only change them rent to the point that you rent to someone else

A few things:
A) Who are you in all of this? Are you the landlord/manager or are you the renter?
B) Who canceled the lease agreement? You or the other party?
C) Are you asking if you can keep the deposit, or are you asking if you can get the deposit back?
D) Did you sign any type of lease agreement?
